As you have the fan on, and the ecu is acting like it thinks the bike is warm when it's not it could be your ecu... Not good news but impossible...

Do your clocks read the correct water temp? Ie it's not reading over 105 when it's realy cold? The fan is controlled by the ecu based on the...
