I see someone already replaced the original screw with a "quality" Allen headed bolt. As above hammer oversized torx bit in and you should get it...
Once it's out replace with stainless or titanium Allen headed bolt so it doesn't happen again.
Have you looked at RST kit? Excellent quality and sensibly priced.
