Yup would also recommend ditching the scotch locks and go the solder/heat shrink or tape route as its a more perminant water resistant electrical...

It's pretty excessive in my mind too! I know most bike manuals spec them about 23nm but as a rule of thumb the bolts should be good after nipping...
