??????? Your insurance should give the same discount for Honda HISS2, which is standard on the bike (assuming you have a late model CBR).

You don't need it, but the fuelling won't be optimised without a map which suits all your intake and exhaust modifications. WORST case scenario...
I got my 96 after a VFR400 NC30 so the power was a bit of a shock at the time :)
It allows the power commander to control the fuelling at certain low range revs, otherwise the bike takes over and uses it's own map at those...
