help on oem rearset fitting

hi can anyone give me advice on fitting the gear change lever , i have a bolt , wavy washer , and a normal 8mm washer , i have also used semi lock thread , when i do the bolt as torque spec the bolt comes lose on gear changes and if i tighten beyond torque the spec the lever doesn't move , any ideas where i am going wrong , thanks for any info.

thanks peter ive just tried again still no joy , the torque setting is 22nm but the lever just doesn't move at all . i cant believe how something so simple can do your head in , lol
