When you say 'on top', I guess you're referring to whether the implants are inserted beneath the muscle tissue (optimum) or just beneath the skin (Thai budget operation). If this is the case, I can understand your comparison. If however, you've experienced the implant stuck on top of the breast with Gorilla tape or similar, I can well understand your disappointment.
